   Small businesses would be able to reach a wide variety of people thus increasing their business helping the local commerce. Would help the community parks and buildings with revenue from advertisement. I would suggest that all displays would need to go through an approval before use. Help the local community to recognize the services of these businesses. It is a great way to bring a community together.
